Effective September 30, 2016, the State Universities Retirement System’s (SURS) assistance with the enrollment of all member, retiree and survivor health insurance coverage will change.
The Fiscal Year 2017 Benefit Choice Period is May 1 through May 31, 2016, for SURS active members as well as annuitants and survivors not enrolled in the Medicare Advantage 'TRAIL' Program.
The Affordable Care Act is a federal law that requires almost everyone in the U. S. to have medical coverage. Every SURS member who had medical coverage during 2015 through the state will receive a 1095-B and/or 1095-C form from CMS or the insurance provider.
The 2015 State of Illinois Medicare Advantage (TRAIL) open enrollment period for participating annuitants and survivors is October 15 – November 16, 2015.
SURS benefit recipients may be eligible for the State of Illinois Group Insurance Plan or the College Insurance Program (CIP).
To be eligible for the State Group Health Plan, you must meet the minimum vesting requirement for service credit with a state university or an agency of the State of Illinois. Community Colleges are not state agencies. To be eligible for the CIP, you must have been a full-time employee of any SURS-participating Community College and eligible for benefits. City Colleges of Chicago do not participate in the CIP.
SURS has received funds from the Illinois Department of Central Management Services (CMS) to pay health insurance refunds to retirees and survivors in the State of Illinois Group Health Insurance Plan. Payments are being processed and will be finalized by the June 15, 2015, deadline.
